President Ram Nath Kovind nominated RSS ideologue Rakesh Sinha, sculptor Raghunath Mohapatra ,dancer Sonal Mansingh and farmer leader Ram Shakalto the Rajya Sabha.
The Fourth Schedule of the Indian Constitution under Articles 4(1) and 80(2),the president of India can nominate 12 members who must have special contribution in the fields of art,science literature and social services.

The nominated members enjoy all the privileges as enjoyed by the member of Parliament, and they participate in debates and discussions of the House so as to contribute effectively.
While these members are not entitled to vote in the Presidential polls as per the Constitution of India ,but they exercise their franchise in the Vice Presidential polls.
The new nominations Rakesh Sinha , Raghunath Mohapatra ,Sonal Mansingh and Ram Shakal will fulfil the remaining four vacancies under the nomination quota.
