The Logical Indian Fact Check team checked the claim that WhatsApp CEO has warned users to change their display picture and it could be misused by terrorists, hackers and ISIS and says it to be false. The message is being circulated since 2016, and according to True caller, the number is listed in the name of Arshad Ali and has been reported as spam by several users. Here is the screenshot:

Further, neither the WhatsApp CEO nor the Delhi Police has issued any such official notice. There is no- one named A. K. Mittal who has been the Commissioner of Delhi since 1977. The current commissioner is S. N. Shrivastava. Therefore the above message is an old recurring fake message forwarded. These kinds of messages from unauthorised third parties come in different forms such as spams, hoax and phishing messages. These messages are sent with the intention of deceiving the user and prompting them to act in a certain way.
