Earlier in 2002, before the uncalled pandemic set in, the nation was raged against two bills that the centre had proposed for the countrymen. The citizenship amendment act (CAA) and the national register for citizens (NRC) targeted identifying the citizens of India and differentiating the outsiders. But somehow it took a turn when a majority of people thought it was an act of disenfranchising Muslims from the country. While the protests were still on, the pandemic set in due to which people stopped protesting. Now, the centre has told the house that NRC is on halt as of now and new rules for CAA are on the go and it will take 5 more months to be framed.

Bill Made to Target Illegal Immigrants; not Minority Communities

A nationwide protest started rolling when the CAA and NRC bill was proposed by the centre. People were misconducted and misguided by various sections of the society that some minority groups are being targeted by this bill. But this is not the case! The bills clearly indicate that these are citizenship amendment bills and thus, only the illegal immigrants will be targeted through these bills. While the CAA bill does not deal with minority group illegal immigrants and eases rules on them, the NRC bill is supposed to nab the illegal immigrants only!

National Population Register Census Report Leaked?

A national population register (NPR) census is conducted by the government that shall help in improving the CAA and NRC rules. But some section of the society says the census reports are leaked. But the government cleared the air at the Rajya Sabha and stated that “All individual-level information collected in Census (is) confidential. In Census, only aggregated data are released at various administrative levels… It has been clarified at various levels in Government time and again that till now no decision has been taken to create a National Register of Indian citizens”.

Assam only State Where NRC was Imposed

Before the Corona period, the only state where NRC was implemented was Assam. Almost 19 lakh people there are identified as illegal immigrants by the Govt authorities. Regarding the data of these people, an MoS official said, “The Hon’ble Supreme Court has directed the State Coordinator to enact an appropriate security regime on lines similar to the security regime provided for Aadhaar data and only thereafter the list of inclusions and exclusions shall be made available to the State Government, Central Government, and Registrar General India”. We are yet to see how and when it shall be implemented on the rights of the country.

  • Before the bills come into the act, the govt must make proper arrangements to reach out to people and clear all doubts and questions related to the bill so that no questions are raised related to biases towards Muslims.
  • The government should be active in handling the citizenship amendment issues indigenously as it is a very delicate matter and it can trigger a rage among the people of the nation that would take time to die down.
